Does the free tier expire?

No. It is limited by features, not by a countdown. Public projects, deployments, analytics and the Growth Center stay available without a card.

What happens when I stop paying?

Projects go read-only rather than being deleted. You keep the live URL and your metrics; you cannot deploy until the plan is reactivated.

Can I export everything?

Yes — deployment configuration as a file, metrics as CSV. Your source is already in your own repository.

Is billing live?

Not yet. This page states the plan structure; no payment has been taken on this instance and no card details are collected.
